Yes - but he's only doing the British - from his blurb:

"So the idea is to have each British combatant at Waterloo represented in 28mm. It began as a crazy idea when I was researching the British Army at Waterloo. I have compiled a datebase of every British combatant - 28,000 men - and have arranged them into each company/troop/battery. The database is compiled from records at the PRO plus regimental records and so on. I have data (e.g. enlistment dates, wounds, physical description, birthplace, profession, literacy, height, etc) for 23,000 of those present. To assemble 28,000 figures once seemed an impossibly expensive task but the arrival of Victrix and Perry plastics has changed that. Some units are already complete (the Black Watch for example, had an estimated 200 men at the beginning of the 18th June. I want to label the base of each man when they are all done."

He is, still, as mad as a box of frogs, clearly.

If he did this using the current Victrix offer of 212 figures for £85, then to put the 28,000 figures on the table will cost him £11,226.80
