Pack composition clarification

Hi chaps, can i just clarify something in terms of pack composition please.

Example;

WWI French
Each pack contains: 30 foot or 15 cavalry or 3 guns unless otherwise shown.
F4 Hotchkiss HMG in helmet (3) Price: £1.20

So does the '(3)' mean the pack contains 3 guns + crew, or 1 gun + 3 crew?

Does this also apply to other 'team' packs like mortars, ATGs etc.?

F4 = 3 HMGs teams with each one consisting of the HMG and firer plus ammo loader/assistant.

All the HMGs and mortars I have had have had 3 weapons with crew, usually 2 crew members per weapon. In the case of HMGs the gunner is sometimes cast with the gun.
