Gentlemen.

It all started with a natty figure in the Polish artillery (e.g. NDW11) - an officer in a neat fore and  aft bicorne; pointing and carrying a telescope.

"He's paint up nicer as a Royal Navy officer" says I.
"Hmmm." Says I - obviously not listening to myself.
"Royal Navy - officer." I said.
"Yeah, but you'd need sailors and guns and Marines." I rejoined. This set me off, 'cos I like a challenge.
*click, click, click. Tappity, tap, tap, tap*
"What are you doing?" I asked myself.
"Tap dancing."
"You'd be better searching the Pendraken website for proxies."
"Ah. OK."

A few minutes later "SYA 29 for the guns,  FI14 and FI15 as more officers, PRT2 for sailors."
"Mmmm." I was becoming interested. "Anything for the Marines?"

"How about NSP11 Provincial infantry in Chistera hat (c1809-1813)?"
"Not convinced, but I like your enthusiasm."
"Well let's get some and do some test paints."
"OK".

And it came to pass that Nobby ordered some NSP11 Provincial infantry in Chistera hat (c1809-1813) with a view of seeing if they could acceptable paint up as British Marines.

Or Swedes.

Have I missed any other obvious (or better) proxies?

Well I too thought they could be used for Swedes at a pass (other root vegetables are available ;) ), but now you've got me thinking about them being Royal Marines!!!

Did you look at NMA12?

I thought of using them for War of 1812 U S militia. NSP11 might work better for my purpose so thanks for that.

I did.

I've used them for Brunswick Adv Garde. Think the headgear of NSP11 is taller and not as bent in the brim, so better for the Marines.
