Does a 3rd party manufacture make shield decals for 10mm Pendraken Early Romans? or are there any decals out there that would work well with some trimming? Do you have a favorite source for 10mm shield decals in general?

Not sure on that one unfortunately, Veni Vidi Vidi does some Imperial-era transfers, and Little Big Men make Late Roman ones, but neither does earlier.
When I ordered from Veni Vidi Vici a couple of months back the level of transfers were low, with some not being available at all and other only in limited colours.
The Baggage train does Gemanic, large range of Late Roman and Dacian. While not necessarily correct, some might do for Early roman as they are fairly generic designs. I have no idea about how they fit size wise to Pendraken figures
