They give you two in the set, but I use monks in only one of my Japanese armies.
Not having played Samurai wargames, I'd be fascinated to know what that is and what function it plays in a game.
It's just part of the camp at present; like a baggage element in DBR. But before I tried DBR, I used it more proactively as an element to accompany warrior monks (not samurai, who wouldn't have been allowed near it) and i) boost their melee effect; and ii) penalise their opponents' morale at the end of a round or two.
As for what it actually is, there's a shinto god in there. Used to scare the hell out of everyone, apparently; just leaving one in the street in the capital was often enough to bully the government into doing what the monks wanted. They're still carried in very colourful processions in Japanese ceremonies. Another version involves an enormous phallus, by the way.
