I did it! I'm no longer a cadet!!

Now I can find some cadets and pick on them ... or isn't that the point?

No, the point is to strive for higher and higher rank until you finally reach a point at which the government can blame you for the latest military disaster and retire you without paying you a pension.

I think that's how it works.  :(

The point is to accumulate the authority to demand Aztecs (for instance) and then complain in the mess that nobody pays any attention.
