Hi Mark,
thanks for the well thought answer. I think some high tech armies use some camouflage nets  that reduce the thermal image, they are quite expensive and not widespread. I'm not sure how effective they are.

I can find no conclusive information about when Infrared (or Near Infrared) Reflective Camouflage Nets were first introduced and by who (which country).
But maybe somebody else on the forum might have a reliable (& creditable source on this?). I suspect it will probably in the mid-1980's from what little I can find about it. But it was most probably used to conceal static weapon positions, such as artillery or missile batteries, as movement appears to reduce its effectiveness significantly.

But if you want really advanced ideas on camo - and here we are heading into the Future War Commander (FWC) and 'Predator' type of applications. This (theoretical) paper on camouflage coatings using cephalopod protein coatings, might be of interest  :D

Interesting Wiki article on Multi-spectral camouflage: https://en.wikipedia.org/wiki/Multi-spectral_camouflage

But it's date range is outside that of CWCII (even the Gulf War army lists) e.g. c.2005

I agree,  Infrared Camouflage netting should be used to conceal static position as CP,artillery, missile batteries.
