I'm a paint and base kind of guy, usually glueing 5-6 figures along a lollipop stick (cheap super glue works well for this as the figures only requires a little help from a blade to lift off).  If the figures are plain in uniform (ACW Union) I increase the number and decrease if more detail is required (more room to work).

paint and base every time for me. Like Andymac i group them in 5 or 6 on a strip of wood. But in my case i steal my wood strips from Costa. (Not Starbucks - i'm fussy about where i steal stuff from)
