Perhaps if the weight on those at the top is likely to crush those at the bottom?

Ah! I can answer this one.

"You know you have too much, when it takes you longer to select a suitable force from your 1944 British collection* than it does to actually play the game. You can't play everything because if you put it all on the table, it would look like the M25 at 4 o'clock on a Friday afternoon being diverted through the main event at Glastonbury. Then you discover that the CDL was used at least once and you need to get at least 3."

"You know you have too much when you discover a package containing those Spartan Hoplites* that were absolutely vital to your continued existence when you bought them, but by now you'd forgotten all about them, and you only found them because you were sure you'd bought some Gatling guns for your 1864 US Army*, and had popped them down somewhere."

*Other armies and periods may apply.

Yes but if you apply the rule that  the amount you have is directly responsible to how often its used, to other aspects of life many on this forum would be Eunuchs  :D

After much thought and may cups of tea  I have come up with a definition of "too much" when used in wargames circles

You have "too much" when you can field the entire Order of battle for both sides, in the largest battle of the said period using the correct ratio for your rules  and still have a box of odd units left over.#

# however at this point a true wargamer realises that  he needs to reduce the men/figure ratio and therefore does not have enough.

This will continue until the said wargamer can field the entire order of battle for both sides in the largest battle of said period on a 1-1 scale, and still have a box of odd units left over ##

## At this point a true wargamer starts a new period.  :)

I thought to much meant that you should start buying new periods/armies
