Whats is it hanging over the horses shoulders. in the picture it looks like tasselled blanket with a round brass thing sticking out.

Pistol holder!

It is indeed a pistol holder, from memory the flap over the pistol is sheep skin or similar (hence the tasseled look) often dyed black
